What is the difference between Game Design and Game Development at Full Sail?

I want to go to Full Sail University once I get out of high school. At their site, there's 2 courses, Game Design, and Game Development, what's the difference?What is the difference between Game Design and Game Development at Full Sail?I would guess that design is the visual aspect of the game while development is the actual programming and coding of the game. Your best bet is to email the university. Unless somebody here is actually in one of those programs at Full Sail University you won't get a valid answer.
