What's the best game engine or authoring tool for a business simulation game?

It seems all the game engines are geared towards 3d or graphical RPG. I'm looking to make a turn based game where you buy supplies, set the price and sell them, then do it again in the next turn.What's the best game engine or authoring tool for a business simulation game?I think this kind of simple game does not require any engine. You may try drawing or setting components/pictures on your Form which will be changed after button click.
